COURT FINES MAN AND SON GH₵ 4,400.00 FOR FORCEFULLY REMOVING AND DESTROYING NEIGBOUR’S SEWAGE PIPE LEADING TO THE SPLASH OF FAECAL MATTER IN A RESIDENTIAL AREA

The Ho Magistrate Court has convicted and thus fined a man and his son for forcefully removing and destroying a neighbour’s sewage pipe at Ho on Tuesday 16th April 2024.

The duo; John Avenorgbor (father) and Kofi Avenorgbor (son) who originally pleaded not guilty reconsidered their position and pleaded guilty when his lordship H/Walbert Owusu Annor (Esq.) entered the matter.

Presenting the facts of the case, Mr. Selorm Kwaku-Agbesi, an Environmental Health Officer, prosecuting for the Republic explained that John Avenorgbor consented and authorised his son Kofi Avenorgbor to forcefully remove and thus destroy a neighbour’s sewage pipe leading to a splash of faecal matter in a residential area, consequently endangering the lives of indigenes and creating a public nuisance, regarding Section 54, sub-section (a), (i) – (iii) and (c) of the Public Health Act of 2012 (Act 851).

Upon interrogations by the Municipal Environmental Health Officer; Lawrence Senya, the accused person (John Avenorgbor) confessed that he consented and authorized his son Kofi Avenorgbor who came visiting over the weekend to forcefully remove and destroy a newly installed sewage pipe he acknowledged was not theirs.  Their excuse for such noxious conduct was that they perceived the portion of the sewage pipe laid attached to the neighbour’s wall must be falling in their land, since their neighbour built on their land boundary.

The MEHO therefore explained to John Avenorgbor that he and his son’s conduct was illegal and amounted to noxious trade, and put the whole community at risk since flies could pick germs and other contaminants from the faecal matter and reach anywhere with it, in addition to the fact that they destroyed someone’s property. He (MEHO) therefore instructed the accused persons to fix the pipe within 24 hours to ensure there are no further splashes of faeces in the community.

However, even after 48 hours, the duo refused to reinstall the sewage pipe, therefore the MEHO instructed, the engagement of a Plumber to re-fix the sewage pipe and to ensure Public Health and Safety due to the nature of the offence.

Upon an extensive interrogation by his lordship H/Walbert Owusu Annor (Esq.), the accused persons were sentenced on their (own) plea of “guilty with explanation”. They are to pay Ghc 1000.00 each for the damage caused to the Environmental Health Office and pay 100 penalty units each, in default face 6 months in prison.

The Environmental Health and Sanitation office advises all to honour their civic health and sanitation obligations and never take the laws of the Republic for granted.

Ongoing Road Construction Works in the Municipality

With the Urban Development Grant 3, The Ho Municipal Assembly is reconstructing some number of important roads in the municipality namely, the OLA bypass, Charcaol road, Blisam Zion road, Alele Bridge Surface restoration, Cemetery Bypass among others, this roads are being constructed by Openya Constructions and First Sky Group respectively. According to the contractors at a site meeting held yesterday 13th March 2024 with the consultants and the HMA, the roads will be completed and delivered in 6 months.                                     

HMA JOINS GLOWA TO CELEBRATE INTERNATIONAL WOMEN’S DAY.

As part of a nationwide celebration, GLOWA and Ho Municipal Assembly on Friday 8th of March, 2024, at 9:30 am, held a ceremony in the Ho Municipal Assembly Hall to celebrate International Women’s Day in honor of their amazing women. This celebration was under the theme: “Inspire Inclusion” brought together Queens and the wonderful women from various communities within the Municipality.

In a speech read on behalf of the Municipal Chief Executive Ho, by Mr. Yao Amesimenu, the Municipal Coordinating Director noted that, in recognition of the unique challenges faced by women in our community, they have taken it upon themselves to support women in the Ho Municipal Assembly and have tailored to provide the resources to address these challenges effectively.

He also stated that, in 2021, thirty-three (33) women with disabilities benefitted from the Disability Common Fund and also in 2022, funds were disbursed from the same Common Fund, benefitting a total of one hundred and six (106) women. These are the beneficiaries of the Common Fund administered by the Common Fund Secretariat in the Ho Municipality and they have partnered with NGOs i.e. Africa Disability Institute, Women in Disability, Madamfo Ghana, Plan Ghana, Kekeli Foundation and other stakeholders to provide support services to these women  to help them thrive.

The Municipal Assembly has also created an ad hoc subcommittee for Women and Children. This committee was formed to attend to the special and immediate issues concerning women and children. He said, the assembly is committed to inspiring, promoting gender equality and empowering women in our community.

After the MCE’s speech, Madam Rosemond Ewoenam Atutonu the Executive Director, GLOWA stated that, they intend to establish skills and training school for adults where they can learn and work on their own so as to be successful in life. She also appreciated Star Ghana for sponsoring the program and also they will continue to implement initiatives and policies that support the advancement of women regardless of gender and create a more inclusive and prosperous society for all.

Some dignitaries also present to grace the ceremony were; President of Ghana Federation of Disabilities, Madam Elikplim Klu, Madam Selasi from Ghana Enterprise Agency and Mama Afiakuma II of Heve.

HO MUNICIPAL ASSEMBLY INAUGRATES THE 9TH ASSEMBLY.

On Monday 12th of February, 2024, at 10:30 am, a ceremony was held in the Ho Municipal Assembly forecourt to inaugurate the 9th assembly of the Ho Municipal. This inauguration brought together Chiefs, Queens and people from various communities within the Municipality.

On arrival of the guests, amidst them were important dignitaries but there was one very most important person who was the representative of the President of the Republic of Ghana in person of Hon. Lawyer Sam A. Okudzeto whose presence made the ceremony lit.

As the ceremony was in procession, the Municipal Chief Executive was called upon to deliver a welcome address. In his address he stated that, he appreciate the President of the Republic of Ghana, His Excellency Nana Addo Dankwah Akuffo Addo for his tremendous assistance and support to the Ho Municipality but, like Oliver Twist, they want more and it’s his appeal through the representative of the President, Member of the Council of State, Hon. Sam A. Okudzeto, for an attention to be paid to the Sokode acute water situation which he had undertaken number of follow- ups to the Ministry of Water and Sanitation for the necessary interventions. He also stated that, there were some pressing issues which demand the requirement of some level of investments for a diversion of the lines to be split from Akrofu to serve these people and those in the University of Health and Allied Science (UHAS).

Fast forward, an address was given by the representative, Hon. Sam A. Okudzeto on behalf of the President which stated that, in accordance with the 1992 Constitution stated, 30% of assembly members together with the elected ones as well as the Member of Parliament and District Chief Executive constitute members of the Assembly. He said, Assembly members should have a good working relationship with each other to create innovative ways of mobilizing the needed structures for the development of the municipality which can help change the status quo of the local government and also, they have the mandate to deliberate, plan, mobilize resources, make decisions including making by-laws to ensure the transformation of the nation and a better Ghana for all.

After the address, the members of the assembly elected were 29 and government appointees 14 constituting 43 who were sworn in at the ceremony and have also sworn the oath of secrecy. Voting was done by the Assembly members in selecting the Presiding Member which took place at the Assembly Hall of the Ho Municipal Assembly. The Presiding Member position was contested by three (3) contestants namely; Hon. Mawunyo Agbe, Hon. Awume, Hon. Mac-Billion. The outcome of the vote was massive where Hon. Mawunyo Agbe was declared the winner by EC with 37 votes.

Some dignitaries also present to grace the inauguration were; Hon. Benjamin Kpodo, the NDC Member of Parliament, Mr. Yao Amesimenu, the Municipal Coordinating Director, His Lordship, Akosah Ajari the Magistrate, Mama Mexasukpa III of Akoefe Avenui, Togbe Aklamanu Kwadzo Deii , Chief of Akoefe Avenui and others.
